At 23:59 UTC on 31 Dec 2029, the public CelesTrak satellite catalogue contains fewer than 648 Qianfan/Thousand Sails payloads with an Earth-orbiting status. Launch failures, objects never catalogued as payloads, and spacecraft recorded as decayed before the cutoff do not count. Resolves YES at 647 or fewer; NO at 648 or more. “Operational” service status, Guowang, launcher type, and any ITU waiver are context only because no authoritative public operational-status registry was demonstrated.

CelesTrak retired the old SATCAT search form with HTTP 503. Resolution sourcing moved to its documented JSON records query for NAME=QIANFAN; the question, threshold, probability and catalogue semantics are unchanged. The superseded frozen call remains in the calibration ledger as an explicit void.
Domain review revision. “Operational” could not be reproduced from an authoritative public registry. The frozen outcome now counts Qianfan payloads catalogued by CelesTrak and still in Earth orbit at the UTC cutoff; decayed objects and non-payload launch debris are excluded. The 647/648 boundary and 63% probability are unchanged.
The canonical claim now implements the prior log instead of contradicting it: Guowang, launch means and ITU relief are removed from adjudication, and the exact 647/648 boundary exhausts all outcomes.

The claim smuggled in a second constellation ('Guowang similarly stays sub-2,000 of its 13,000 plan') — a different operator, a different program, no date, absent from the title, and absent from the falsifier, i.e. an unscored and unfalsifiable rider. On 2026-07-24 CAS Space flew its 15th Kinetica-1 and committed to monthly launches through H2-2026, with a Kinetica-2 debut in September 2026 expected to carry 18 Qianfan satellites — the first Qianfan batch on a non-Long March vehicle. Founder Yang Yiqiang put China's 2026 target at ~140 orbital launches versus ~92 in 2025, with the 53rd already flown by late July. Commercial launch supply is arriving faster than this signal assumed. Sourcing note: Wikipedia and Orbital Radar echo the same underlying launch log — one origin, not two.

The prior word operational had no authoritative public status registry and could be disputed for satellites in checkout, reserve, or partial service. Launch cadence can also change nonlinearly if one reusable or high-capacity vehicle reaches regular service.
Outside view
Most megaconstellations other than Starlink miss early deployment schedules, while Chinese state mobilization is a meaningful counterexample risk. Current count and cadence support a modestly greater-than-even shortfall rather than near certainty.
Causal rival
Commercial launch providers, batch size increases, state priority, or rapid recovery of a reusable stage can lift cadence above a linear extrapolation. Satellite failures or decay can lower the in-orbit count even when launches meet the industrial schedule.
Measurement risk
The revised outcome uses CelesTrak payloads with an Earth-orbiting status at a UTC cutoff. The adjudicator must freeze Qianfan naming aliases and exclude debris, launch vehicle objects, failed insertions, and decayed payloads consistently.
Residual risk
